Country of Origin (COO) Documentation

Preferential and Non-Preferential electronic Certificate of Origin (e-COO) filing support through the DGFT Common Digital Platform.

What is a Certificate of Origin?

A Certificate of Origin (COO) is an official international trade instrument certifying that the goods contained in a commercial consignment were wholly produced, manufactured, or substantially transformed in a specific country (India).

It is required by customs administrations in importing nations to determine applicable import duties, establish trade statistics, enforce bilateral trade agreements, and ensure compliance with country-specific import restrictions.

Preferential vs. Non-Preferential COO

Certificate Type Governing Purpose Issuing Agency & Advantage
Preferential COO Issued under Free Trade Agreements (FTAs) and Preferential Trade Agreements (PTAs) Issued by designated government agencies (EIC, DGFT, Textile Committee). Enables overseas buyers to pay reduced or zero import customs duties in destination countries.
Non-Preferential COO General commercial origin validation with no tariff concession Issued by authorized Chambers of Commerce and Export Promotion Councils (FIEO, CAPEXIL, ASSOCHAM). Required for Letter of Credit (L/C) compliance and general customs entry.

DGFT Common Digital Platform (e-COO)

The Directorate General of Foreign Trade (DGFT) has centralized the issuance of all electronic Certificates of Origin through its Common Digital Platform (coo.dgft.gov.in).

Exporters no longer submit physical paper files to trade bodies. The entire workflow—from application submission, invoice and packing list attachment, digital signing using a DGFT Digital Signature Certificate, to electronic issuance of the QR-code verified certificate—is executed online.

Prerequisites for Issuance

  • Active IEC & Registration on e-COO Portal: Importer-Exporter Code registered with digital signature on the DGFT COO gateway.
  • Commercial Invoice & Packing List: Showing distinct product descriptions, quantities, net/gross weights, and correct 8-digit ITC(HS) codes.
  • Bill of Lading / Airway Bill: Transport shipping document indicating port of loading in India and overseas destination.
  • DGFT Digital Signature Token: Class 3 cryptographic token embedded with IEC for authenticating the electronic application.

Role of Ocean Technovative

Ocean Technovative registers your enterprise on the DGFT e-COO interface, classifies export items under appropriate origin criteria (e.g. Wholly Obtained 'WO' or Value Addition '%VA'), drafts the consignment details, and ensures swift electronic certificate generation prior to cargo arrival at destination ports.

Official Authentication Notice: Certificates of Origin are issued and cryptographically authorized by designated government agencies and authorized chambers of commerce. Ocean Technovative provides administrative documentation and portal facilitation support.
