What is a Class 3 Digital Signature?
Class 3 is the highest assurance tier of digital signature certificate available under the Indian Information Technology Act, 2000. Following the discontinuation of Class 2 certificates by the Controller of Certifying Authorities (CCA), Class 3 has become the universal statutory requirement for all personal and corporate electronic transactions involving the Government of India.
Each Class 3 certificate is generated with 2048-bit asymmetric cryptographic keys and stored securely on an encrypted USB hardware token (such as ePass 2003 or Watchdata ProxKey) to prevent private key extraction.
Individual vs. Organization Class 3 DSC
| Certificate Category | Who It Is For | Primary Use Cases |
|---|---|---|
| Class 3 Individual | Directors, CAs, Advocates, Individual Professionals | MCA DIN KYC, Income Tax e-filing, Individual GST returns, Trademark applications |
| Class 3 Organization | Authorized Signatories of Companies, LLPs, Firms, PSUs | State/Central Government e-Tenders, GeM Procurement, Customs ICEGATE, Corporate GST |
Signing vs. Combo (Signing & Encryption)
For public procurement e-tendering (e.g., CPPP portal, Railways, Defense, State PWD tenders), a Class 3 Combo Certificate is mandatory. It incorporates:
- Signing Certificate: Legally identifies the authorized signatory and binds the tender submission.
- Encryption Certificate: Encrypts the commercial price bid document at the bidder's computer. The bid remains strictly encrypted and unreadable to all parties until officially decrypted by the tender evaluation committee on the bid opening date.
