What is the AEO Programme?
The Authorized Economic Operator (AEO) programme is a voluntary trade facilitation framework introduced by the Central Board of Indirect Taxes and Customs (CBIC) under the World Customs Organization (WCO) SAFE Framework of Standards.
AEO certification recognizes business entities involved in the global supply chain as secure and compliant commercial partners. In return for maintaining high standards of financial solvency, statutory customs compliance, and supply chain security, certified entities receive substantial procedural benefits, fast-track customs clearance, and duty exemptions.
AEO Certification Tiers
| Tier | Target Entities | Assessment Method & Key Advantages |
|---|---|---|
| AEO-T1 | Importers & Exporters | Purely documentary verification. Grants lower risk assessment, faster shipping bill clearance, and reduced bank guarantee requirements. |
| AEO-T2 | Importers & Exporters | Documentary review plus physical on-site verification. Grants deferred duty payment, Direct Port Delivery (DPD), and 24/7 clearance privileges. |
| AEO-T3 | Top-Tier Exporters & Importers | Continuous AEO-T2 compliance for 2+ years. Level of highest facilitation, zero bank guarantees, and dedicated client relationship managers. |
| AEO-LO | Logistics Operators, Customs Brokers, CFS, Warehouse Keepers | Supply chain logistics assessment. Fast-tracked handling and waivers of security checks across customs stations. |
