APTA & SAPTA Certificate Support

Preferential tariff treatment documentation under the Asia-Pacific Trade Agreement and SAARC Preferential Trading Arrangement.

What are APTA and SAPTA?

APTA (Asia-Pacific Trade Agreement, formerly the Bangkok Agreement) and SAPTA (SAARC Preferential Trading Arrangement, preceding SAFTA) are landmark regional trade agreements that grant concessional customs tariffs (duty reductions or zero-duty entry) on specified product lines exported from India to member nations.

To avail these preferential tariff concessions at destination customs, the overseas importer must present an officially validated, treaty-specific Preferential Certificate of Origin issued by authorized agencies in India (such as the Export Inspection Council or authorized DGFT offices).

Member Countries & Trade Coverage

Trade Agreement Participating Member Nations Key Product Sectors Benefiting
APTA India, China, South Korea, Sri Lanka, Bangladesh, Laos, Mongolia Chemicals, minerals, organic extracts, rubber, cotton yarns, ceramic products, machinery, and automotive components.
SAPTA / SAFTA India, Bangladesh, Bhutan, Maldives, Nepal, Pakistan, Sri Lanka Agricultural goods, spices, textiles, paper goods, processed food articles, and light engineering items.

Rules of Origin Criteria

To qualify for preferential duty rates under APTA or SAPTA, the exported consignment must satisfy strict Rules of Origin (ROO) guidelines:

  • Wholly Produced / Obtained (WO): Products entirely grown, harvested, or extracted within India (such as minerals, fresh fruits, vegetables, and natural raw materials).
  • Regional Value Content (RVC): For manufactured goods incorporating imported raw materials, the local value added within India (or cumulated among member states) must typically reach a minimum prescribed threshold (e.g., 35% to 45% local value addition depending on agreement parameters).
  • Sufficient Transformation: The manufacturing process must result in a change in tariff classification (CTH / CTSH) at the 4-digit or 6-digit Harmonized System (HS) code level.

Documentary Requirements

  • Active IEC & DGFT Profile: Valid Importer-Exporter Code integrated on the e-COO portal.
  • Cost Sheet & Origin Declaration: Detailed breakdown of raw material costs (domestic vs. imported) certified by a Chartered Accountant to substantiate local value addition.
  • Commercial Invoice & Packing List: Showing distinct 8-digit ITC(HS) codes, FOB value, and consignment weights.
  • Bill of Lading / Airway Bill: Proof of direct consignment shipment between India and the member importing state.
